New Report Shows Bush-Era Policies Created Economic Deficit

A new report out today from the
non-partisan Center on Budget and Policy Priorities shows that
President
Obama and the 111th Congress inherited
huge deficits, economic
downturn, and the Bush-era's irresponsible policies that led our nation
into a recession.

The
report also concluded that President
Obama's first budget proposed a series of responsible steps that will
lower our deficit in the coming years, moving the country in the
right direction, and creating economic stability. Enacting President
Obama's proposals would reduce deficits by around $750 billion over the
next ten years.
Among the Bush-era damage to the economy, two policies make up a large
portion of the current deficit. The
Bush administration's tax cuts and wars in Iraq and Afghanistan
accounted for over $500 billion of the deficit in 2009 and are on track
to account for over $7.1 trillion from 2009 - 2019. The Center
on Budget and Policy Priorities found that, "these impacts easily dwarf
the stimulus and financial rescues. Furthermore, unlike those temporary
costs, these inherited policies (especially the tax cuts) do not fade
away as the economy recovers."

AP: GOP Math "Satisfyingly Simple But Highly Misleading"

With
the stimulus credited with saving thousands of jobs in Wisconsin, the
GOP is seeking to downplay the significance and success of the American
Recovery and Reinvestment Act (ARRA). While misleading math is nothing
new when it comes to Republican arguments, their latest egregious
disregard for the facts prompted the Associated Press to call their
math "satisfying simple but highly misleading."
While
the ARRA has saved or created 650,000 jobs across the country,
Republicans are using grade school math to calculated the cost per job,
while diregarding other factors. This simplistic approach neglects
important factors that have contributed to recovery in America and the
continued success of the ARRA.
The
Associated Press breaks down the GOP argument further:
Any cost-per-job figure pays not just for the worker, but for material, supplies and that worker's output — a portion of a road paved, patients treated in a health clinic, goods shipped from a factory floor, railroad tracks laid.
Second, critics are counting the total cost of contracts that will fuel work for months or years and dividing that by the number of jobs produced only to date.
A construction project, for one, may only require a few engineers to get going, with the work force to swell as ground is broken and building accelerates.
Hundreds of such projects have been on the books, in which the full value of the contracts is already counted in the spending totals, but few or no jobs have been reported yet because the work is only getting started.
Walker's Push for Privatization Rejected By County Committee

Scott Walker has been no stranger to favoring privatization of Milwaukee County workers, but County Board's finance committee isn't having any more of it.
Tuesday they rejected a proposal in Walker's budget that would privatize security and housekeeping staff at the Milwaukee County Courthouse. Altogether, Walker's 2010 budget calls for 207 county jobs to be eliminated in favor of private contractors.
Clients for public aid programs at the Coggs Center have reported feeling unsafe there, said Supervisor Michael Mayo Sr. Supervisor Toni Clark said using a private firm for cleaning the courthouse could lead to thefts from offices.
"Having our personal belongings ransacked - it's just not worth it," Clark said.
Patti Yunk, policy director for District Council 48 of the American Federation of State, County and Municipal Employees, said the proposed privatization was contrary to Walker's efforts to boost economic development. The county workers would earn less and have poorer benefits if they went to work for a private vendor, Yunk said.
Roll Call: GOP launches new strategy to delay health reform

While Democrats continue to advance meaningful health insurance reform legislation in Congress, the GOP has launched a new strategy to delay it. Roll Call outlines the new GOP strategy and their plans to "insist" that the issue requires several more weeks of debate, showing once again that politics comes before the well being of American citizens for the GOP.
Republicans also intend to try to personalize the issue, charging that the Democratic health care agenda will raise insurance premiums on individuals and families, while failing to lower the overall amount of money that the U.S. spends on health care.
The GOP made those arguments last week about the Finance package, even though the nonpartisan CBO predicted the bill would reduce the deficit, even as it extends coverage to millions of uninsured Americans. However, the bill is deficit-neutral in part because it raises revenue from taxes and fees on the medical industry and gold-plated health care insurance plans."

Obey reiterated a message he has conveyed before, that the Northwoods has benefitted greatly.
“Very few communities have received more significant help under the American Recovery and Reinvestment Act (ARRA) than has Rhinelander,” he said.
Obey was in town to see first-hand how the Chequamegon-Nicolet National Forest plans to use the $5 million received in federal recovery funds for efforts that will provide employment for local people and refurbish forest facilities. The funding for these efforts came through legislation produced by the House Appropriations Committee, which Obey chairs.

Doug Elmendorf, the CBO director, estimated the bill will cost $829 billion over 10 years and will expand insurance coverage to 94 percent of Americans. Most important for fiscal conservatives on the committee, the measure is expected to reduce the overall federal budget deficit by $81 billion over the decade because reforms will cut the cost of health care overall.

From the Milwaukee Journal Sentinel: "Milwaukee County employees would take the equivalent of a 13% to 16% pay cut through concessions included in Milwaukee County Executive Scott Walker's 2010 budget, an analysis released Thursday says. When added together, the givebacks would translate into a maximum $8,400 hit for an average employee with a salary of about $51,000, according to the analysis by County Board staff. In budget terms, the employee givebacks would cut county costs by $41.6 million, with $32 million of that from property taxes and the rest from other sources. Walker has said the cuts are necessary because of the recession and high pension and other benefit costs."

Milwaukee County's future on a credit card.
Over
the past 7 years, he’s raised the tax
levy in his budgets by $31 million dollars to enable his
excessive spending – apparently it’s easier to raise taxes on regular
citizens than it is to make the tough decisions we expect executives to
make.
Now,
he’s front-loading his budget to cram
three years of spending into one year – the year he runs for
Governor.

Walker Too Extreme for Wisconsin Families

Over the weekend Scott Walker attended the extreme
right-wing protest in Milwaukee sponsored by corporate-backed Americans
for Prosperity. Walker joined tax cheat Joe "The Plumber" Wurzelbacher
and anti-worker pundit Michelle Malkin.

While organizers claimed it was a peaceful gathering, one man was sent to the hospital with injuries while others used scare tactics, name-calling, and false claims of socialism to get their point across.
DPW Chair Mike Tate said Walker's associate with right-wing extremists shows that he is too extreme to represent Wisconsin families.
“Wisconsin has a history of open and honest debate,” said Tate. “The fact that Scott Walker would endorse this behavior should be a clear sign to voters across Wisconsin that Walker is too extreme to represent them.”

Sen. Dan Kapanke, R-La Crosse, is taking responsibility for his office's shortcomings in responding to the party's request.
``I intend to take steps to prevent any similar occurrences in the future,'' Kapanke said in a statement released with the settlement.
The Democratic Party sued Kapanke after his office said it had no records relating to two economic forums that were paid for by his campaign. A later search by information technology specialists turned up records from a personal e-mail account that Kapanke's aides had overlooked and failed to release.

Support for Health Insurance Reform in La Crosse

Health insurance reform advocates gathered in La Crosse yesterday to show that changes are needed now. The crowd of over 200 gathered to hear from speakers and elected officials from the La Crosse area about the need to stand with President Obama and our Democratic leaders to pass meaningful health insurance reform.

Former La Crosse Mayor John Medinger, now with U.S. Sen. Herb Kohl's local staff, said the time for reform is now.
"The fact of the matter is we can't afford the status quo," Medinger said.
Dr. Amanda Strosahl, an internal medicine physician in La Crosse, told the crowd President Barack Obama needed their help to change the system.
"We spend more on health care than any other industrialized nation," Strosahl said, "yet we're ranked behind 18 other nations in medically preventable deaths."

Governor Doyle was on hand today for the opening of Cardinal Solar Technologies in Mazomanie. Doyle said, "modern manufacturing that is focused on energy conservation, this is the future of our state. This is where we are going."
The plant already employs 54 in Mazomanie, a number that's expected to expand to 100 this year. Cardinal has also received $500,000 in stimulus funding to expand and upgrade their Portage plant.

In a Milwaukeeworld post last Friday, August 7th, 2009, on Sen. Dan Kapanke's controversial "non-partisan" June economic forum, we ran this quote from the La Crosse Tribune:
Kapanke’s staff had asked Senate chief clerk Rob Marchant if the forums could be run through the campaign account, because Senate rules prohibit charging for Senate events, and Kapanke wanted to recoup the cost of a light breakfast at the forums.
However, the article, by Richard Mial, did not include the clerk's response, so Milwaukeeworld called Marchant to find out how he ruled on the issue.
In fact, Marchant said there was "no such thing" as a ruling from him as to whether Kapanke could use his campaign account as a conduit of funds from his forum. He said he never was asked to consider the subject, and would have referred it to the Government Accountability Board if he had.

Kagen was shouted down repeatedly and interrupted by hecklers. A widely-circulated memo advises conservatives how to treat public officials; “Make him uneasy…stand up and shout and sit right back down…rattle him,” the memo says."

Gov. Doyle Signs High-Speed Rail Pact with Midwest Governors

Today Governor Doyle and leaders from seven Midwestern states agreed to work cooperatively to pursue American Recovery and Reinvestment Act funding to develop high-speed rail in the region.
"I am proud of the cooperation and hard work throughout the region that has prepared us to make this investment in our future," said Governor Doyle. He added that this agreement, coupled with the state's purchase of two high-speed trains puts the Midwest ahead of other regions in seeking funding.
The pact signed will establish a Midwest steering group to coordinate state funding applications and advocacy to the U.S. Department of Transportation. Doyle said "the Midwest has a real opportunity to become a leader in high-speed passenger rail."

Gov. Doyle Takes First Step in Bringing High-Speed Rail to Wisconsin

Governor Doyle announced today that the state will purchase two high-speed passenger trains which will be assembled and maintained in Wisconsin.
The new trains are capable of traveling up to 110 mph while carrying a maximum of 420 passengers. The state's agreement with train manufacturer, Talgo, also includes the option to buy two more trains if the state receives a portion of the $8 billion set aside for high-speed rail in the American Recovery and Reinvestment Act.
The trains will be used along the Milwaukee-Chicago corridor, which future expansion possibly between Milwaukee and Madison. This means increased tourism across the state as well as the environmental benefit of mass transit.

AP: White House, hospitals reach deal on health care

WASHINGTON (AP) — The nation's hospitals will give up $155 billion in future Medicare and Medicaid payments to help defray the cost of President Barack Obama's health care plan.
"Reform is coming. It is on track; it is coming. We have tried for decades to fix a broken system, and we have never, in my entire tenure in public life, been this close," Biden said. And, in a firm message to lawmakers, Biden added, "We must — and we will — enact reform by the end of August."
Obama has set an ambitious timetable for legislation, with the hope of signing a comprehensive bill this fall. But lawmakers returned Tuesday from their July 4 break with deep misgivings about the benefits tax — a key element in the discussion — and questions about many parts of the complex legislation.

Student Loan Payments Now More Affordable

There is good news for
students and families working to pay off student loans. Yesterday the
Income-Based Repayment (IBR) program was put into effect, which will
cap monthly loan payments at only 15 percent of their discretionary
income. After 25 years in the program, borrowers' debts will be completely forgiven
House Speaker Nancy Pelosi praised the program, saying "our nation’s economic competitiveness depends on young Americans having access to the highest quality education available, regardless of financial need."
As the cost of college remains a
concern for many Americans, this program makes student loans more
affordable and makes a quality education more attainable. This
represents the largest investment in student financial aid since 1944.
In addition to cutting monthly
payments, the IBR program tomorrow also brings the second interest rate
cut on subsidized federal student loans — decreasing from 6 percent to
5.6 percent. Over the next few years these rates will continue to
decrease until they reach 3.4 percent.

Neumann Officially Ready to Party Like it's 1995

GOP has-been Mark Neumann officially filed his paperwork with the Government Accountability Board today and will be running for governor.
“It’s official. Mark Neumann is ready to party like it’s 1995,” said Democratic Party of Wisconsin Chairman, Mike Tate. “It looks like the GOP has trotted out yet another mid-90’s retread politician to help save their ever-shrinking party.”
Wisconsin voters haven’t heard much from Neumann since he retreated into obscurity following his loss in the 1998 US Senate race. And there’s a reason: he hasn’t had anything new to say. For his announcement, Neumann merely dusted off a few speeches from 1995 and selected remarks at random.
During his time in Congress, Neumann’s opinions and beliefs were exposed to be far out of step with the views of Wisconsin voters. From privatizing schools and social security to supporting discrimination and outlawing abortion, Neumann took positions far outside of the mainstream.
Sen. Ted Kanavas May Move to Texas

"Flip Flop Scott" Thanks Democratic Leadership for Stimulus Funds

Gubernatorial candidate Scott Walker has once again been caught flip-flopping on the federal stimulus. This week, Walker admitted the funding infusion will actually save his county from a transit crisis after months of labeling the stimulus as wasteful and unnecessary.
In an interview with the Milwaukee Journal Sentinel yesterday, Walker states that the county can “get through 2011 without a major crisis in transit funding, thanks to an infusion of federal stimulus funds.”
The comments come in stark contrast to Walker’s remarks in a Jan. 6 interview with the very same newspaper, in which he declared, “I’m not asking for any new projects or things to be done here." Walker went as far as to pen a column in the Wall Street Journal Feb. 28, titled “Why I’m not lining up for stimulus handouts.”

Tomorrow thousands of service events will take place tomorrow across the country to highlight the need for health care reform and show that there is wide support for meaningful health care reform this year.
The National Health Care Day of Service is an extension of United We Serve, a new initiative announced by President Barack Obama and First Lady Michelle Obama that is asking all Americans to help build sustained and meaningful community service opportunities and lay the foundation for reform in America.

WASHINGTON — Gov. Jim Doyle highlighted the expansion of Wisconsin's BadgerCare Plus health insurance plan in a meeting Wednesday with President Barack Obama and four other governors.
The meeting followed a regional White House Forum on Health Care in March that Doyle co-hosted with Michigan Gov. Jennifer Granholm, who also attended Wednesday's meeting at the White House.
In an interview following the closed session, Doyle said Obama was particularly interested in what states are doing on health-care reform that might help lawmakers in Washington as they work to provide affordable coverage to every American. Doyle said the president was keen on ensuring that states have the flexibility to develop innovative programs.

Members of the Milwaukee County Board have filed an elections complaint against Scott Walker for illegally funding his statewide motorcycle campaign with corporate cash and tax dollars.
“Scott Walker is an announced candidate for governor using corporate cash and taxpayer dollars to literally fuel his campaign tour,” said Mike Tate, Chair of the Democratic Party of Wisconsin. “This is an egregious violation of election rules and I hope the Election Commission will punish Walker to the full extent of the law.”

Van Hollen Misled Public, Media About Cuts to DOJ

The state Department of Justice faces a much smaller cut in GPR and all funds than the $17 million Attorney General J.B. Van Hollen publicized last week in criticizing the JFC budget, according to the Fiscal Bureau summary released today.
….According to LFB, the JFC budget would cut the agency $7 million in GPR compared to the base year doubled, a reduction of 8.3 percent. The reduction in all funds would be almost $3.9 million, equal to a 2.1 percent cut. …
JFC Co-Chair Mark Pocan, D-Madison, countered the LFB numbers back up the Dems’ contention that the AG is has been misleading the public.
“I can pretty much tell the attorney general wasn’t a math major,” Pocan said. “We’ve been saying this since day one. The cuts he’s been coming up with don’t match what’s in the budget or what’s in reality.”
Pocan said Van Hollen totaled up all the cuts JFC approved without taking into account the new money pumped into the agency.

President Obama nominates Sonia Sotomayor to Supreme Court
President Obama announced today that federal appeals judge Sonia Sotomayor will be his nominee for United States Supreme Court Justice. Sotomayor will be the first Latina justice as well as the third woman to serve in the position.
Obama called her "an inspiring woman" whose unique background and experiences will bring the perspective of the oridinary people to the Court. Sotomayor grew up in the South Bronx and graduated from Yale Law School. She has worked on a variety of levels in the federal court system as a district attourney, corporate litigator, federal district judge, and judge on the Second Circut Court of Appeals.

A member of the Republican National Committee told me Tuesday that when the RNC meets in an extraordinary special session next week, it will approve a resolution rebranding Democrats as the “Democrat Socialist Party.”
When I asked if such a resolution would force RNC Chairman Michael Steele to use that label when talking about Democrats in all his speeches and press releases, the RNC member replied: “Who cares?”
Which pretty much sums up the attitude some members of the RNC have toward their chairman these days.

Introducing the Wisconsin Prosperity Project:
A recent story in the Wisconsin State Journal exposes a new conservative master plan to create the Wisconsin Prosperity Project, a group of 14 new right-wing independent organizations designed to smear Democratic candidates.
The mastermind behind the entire shady plan is indicted felon Scott Jensen, who is facing trial for using taxpayer money for campaign purposes.
The group’s main organizer is Mark Block, who paid a $15,000 fine in 2001 for illegally coordinating a Supreme Court campaign with an outside “independent” group – the very same type of organization he’s pulling together now.
The DPW has uncovered some more fun facts about the
· The WPP seeks to create a “New Minority Group” by 2011.
· The Wisconsin Taxpayers Alliance and the Wisconsin Policy Research Institute (WPRI) are included in the group’s structure, even though they consistently tell the media that they are non-partisan.
· A group called Freedom Force will have a budget of $250,000 to train interns.
(sounds pretty fishy)
· According to the WPP summary, “The groups within this infrastructure would be publicly separate and privately coordinated.” (i.e. they will lie to the public about coordination.)
· The group’s logo is a picture of a house underneath a large tree.
(apparently, the tree is there to cover up all of the shady doings inside the house.)

Conservative talk show host Mark Belling will vote to reelect Governor Jim Doyle, according to a recent blog post he wrote in advance of the Kentucky Derby race. Belling, a horseracing enthusiast, wrote that he would vote for Doyle if 50-1 long-shot racehorse #8 Mine That Bird wins the

A former lieutenant governor of Maryland, Steele was elected RNC chairman after six rounds of balloting in January. State GOP Chairman Reince Priebus helped campaign for Steele to get the post and is now one of his top advisers.
The Republican Party is reeling from severe setbacks nationwide in the November election. Steele's had a rough start as party chair, having to apologize for calling conservative talk show host Rush Limbaugh "incendiary and ugly."
The party has not announced any headliner for Saturday.

Janesville Republican Paul Ryan flip-flopped on his vote last week in favor of a punitive tax increase on AIG employees.

Yesterday, Republican Rep. Don Pridemore (R-Hartford) illegally used his state office and taxpayer resources to launch a press release that was a blatant political attack on DPI candidate Tony Evers. This was a calculated political attack, done on the taxpayer dime, designed to assist DPI candidate Rose Fernandez.

Obama to Accept Democratic Nomination in Front of Crowd of 75,000

Adhering to Senator Barack Obama’s campaign for change, the Democratic National Convention Committee (DNCC) announced today that Obama will accept the Democratic nomination for President of the United States at Denver's Mile High Stadium. The stadium accommodates more than 75,000 people and will be the program site for the final day of the 2008 Democratic National Convention. The DNCC decision opens the political process and allows community members and grassroots activists to witness Obama’s speech first hand.
This is exciting news for members of Wisconsin’s delegation who have the opportunity to stand shoulder to shoulder with people from across the country during this historic event.

Meet our youngest delegate

As one of the youngest delegates to the Democratic National Convention in 2008, Jamie Stark is getting the experience of a lifetime. On May 4, the 18-year-old from Green Bay beat out the competition for the single male delegate position in his district.
When Stark originally applied to be a delegate, he had no intention of winning.
“At first, I thought there was no way I could do it, but I looked at it as a learning experience,” Stark said. “It was a chance for me to meet new people and get a better understanding of how the process works.”
However, Stark is no slacker. Throughout the nomination process, he gave several speeches, made hundreds of phone calls and teamed up with another female delegate to pool supporters. After months of hard work and dedication, he was awarded the delegate position and will attend the National Convention in August.
“I cannot wait to be on the floor at the Democratic National Convention and vote for Barack Obama. I just cannot believe I get to do that,” Stark said.
Stark first became interested in politics as a result of his strong support for Sen. Barack Obama. He admires Sen. Obama’s ability to connect with young people and excite individuals previously indifferent to the political process. He said becoming a delegate is his way of showing support for the presidential candidate.
Clearly, Stark is not your typical high school student. In addition to being a delegate, he participates and holds leadership positions in a variety of organizations including editor and chief of his high school newspaper, co-chair of his school’s political awareness club and member of Sting Cancer, a high school organization that promotes awareness and provides support for families affected by cancer. Stark also teaches Tae Kwan Do to children at a special needs clinic and volunteers at Exceptional Equestrians, a horseback therapy clinic.
This summer Stark is working as an organizing fellow for the Obama campaign where he helps recruit volunteers and register voters in the Green Bay area. He will attend the University of Wisconsin-Madison this fall and plans to major in journalism and political science.

probably already noticed, we’ve made some changes, and we hope you’ll
find the new site more clear and usable. It’s now an easy place to get
involved in Democratic efforts throughout Wisconsin. You can find an
office in your community, read up on the latest news, or check out
Democratic events around the state. It’s your one stop resource center
to get involved with Democrats in Wisconsin for this election.
We’ve also added multimedia including audio stories and videos. Keep an
eye out for new videos and on the front page and the multimedia
gallery. We’re hoping the videos will provide you with more information
about Democratic candidates across the state and our organizing efforts
and give you a first hand look at events.

site keeping tabs on John McCain and what his 3rd Bush term would mean
